City of Clearwater issued the following announcement on March 17
At an emergency City Council meeting on March 18, 2020, the City Council declared a local emergency per Minnesota Statutes 13D.021, and made the following determinations: City Authority
These items are issued under the city’s authority as a statutory Minnesota city and are intended to comply with the governor’s executive orders. Any or all of these provisions may be modified or suspended if the governor issues further emergency orders that conflict with these provisions. In the case of a conflict, the governor’s orders will prevail.
Building Closures
All City buildings, including the City Hall/Fire Hall, Public Works buildings, Wastewater Treatment Facility, and the Lions Park Building, will be closed to public foot traffic beginning March 18, 2020 until further notice. Staff will continue to report to work as normal, subject to sick leave policies, which will be communicated internally.
City Business
Regular city operations will continue, with urgent business given priority. Please reference the attached building closure notice for who to call or what processes to follow for specific city business items. Building Permits Building permits will continue to be issued and building inspections will continue. Contractors working on projects in city limits are permitted to continue operations but should consider the governor’s recommendations for social distancing in their operations.
Food Shelf
The food shelf, located in the Lions Park Building, will remain open to provide emergency food services. Residents are encouraged to contact the food shelf directly for their operating hours and procedures.
Restaurants
Local restaurants are required to follow the governor’s executive order to suspend in-house dining. The City Council has suspended enforcement of City Code Section 117-724 as it pertains to drive-through and curbside pickup/take-out. All restaurants operating in city limits may allow drive-though or curbside/take-out operations during the emergency, provided those operations do not create a traffic safety hazard on public roadways.
Public Meetings
City Council meetings and meetings of City Boards and Commissions will be conducted via web or teleconferencing until further notice. Instructions for participation in these meetings will be posted on the city’s website. Public meetings of a non-urgent nature will be cancelled until further notice.
