If Sen. Andrew Mathews’ new legislation goes through, Minnesota could be going back to work sooner than later, according to Minnesota Senate Republican Caucus.

The senator introduced new legislation that would require businesses looking to reopen their doors to issue their safety strategies to the Department of Employment and Economic Development. The plans will detail how the businesses plan to keep up and comply with social distancing protocol, managing hygiene in the business and any other relevant information.

Mathews said the new legislation comes after hearing from several businesses hoping to open back up soon amid the nationwide shutdown in light of the coronavirus.

“I have heard from a large number of people in my district and beyond who are desperate to re-open their businesses. Each has been prepared to change their usual protocol to keep the public and their employees safe,” Mathews said. “It is time to implement a fast-acting program to get people on their feet. Business owners are responsible, and the government should allow them to implement their plans instead of micro-managing."

The DEED will then evaluate the plan to determine if the company is ready for business. It will make its decision within three business days, based on Mathews’ legislation.

If DEED denies a business’ request to open its doors, it will have to let the business know why, and provide recommendations for how it could reach approval when applying again.

Mathews added that the weeks-long shutdown could cause companies to close for good if they aren’t given the chance to open back up soon.

"The shutdown has lasted for nearly a month, and many small business owners are faced with permanent closures very soon. Businesses should have the opportunity to re-open with careful and considerate planning. It will benefit families, communities, and livelihoods while continuing our efforts to keep our distancing and staying safe during this COVID-19 pandemic," he said.
