Tom Emmer, U.S. Congressman representing Minnesota’s 6th district, used his official X account on July 17, 2025, to highlight new legislative efforts regarding digital assets and financial privacy.
In an early morning post, Emmer wrote, "Attaching our Anti-CBDC Surveillance State Act to the NDAA will ensure unelected bureaucrats are NEVER allowed to trade Americans’ financial privacy for a CCP-style surveillance tool. @POTUS has made it clear: our legislation is a key piece of our America First agenda, and we" (posted July 17, 2025).
Later that day, he updated followers about upcoming House action: "Today, the House will vote on historic legislation to keep digital asset innovation in America, solidify the U.S. dollar as the global standard, and protect the privacy rights of the American people. Emmer’s comments come as Congress considers major policy changes regarding Central Bank Digital Currencies (CBDCs) and regulations affecting cryptocurrencies in the United States. The proposed Anti-CBDC Surveillance State Act aims to prevent government agencies from implementing systems perceived as intrusive or modeled after those in countries like China.
Emmer has served in Congress since 2015 after succeeding Michele Bachmann and previously served in the Minnesota House of Representatives from 2005 to 2011. Born in South Bend, Indiana in 1961 and currently residing in Delano at age 62, Emmer holds a BA from University of Alaska-Fairbanks and a JD from William Mitchell College of Law.
