Tom Emmer, U.S. Congressman representing Minnesota’s 6th district since 2015, announced on July 17, 2025, that the House of Representatives passed several key pieces of cryptocurrency and digital asset legislation.

In a post at 19:34 UTC, Emmer wrote, "BREAKING: The House of Representatives just passed the CLARITY Act, including our Securities Clarity Act and elements of the Blockchain Regulatory Certainty Act."

Later that day at 19:55 UTC, he added, "PASSED: The GENIUS Act will create a clear regulatory stablecoin framework for asset innovators to thrive in the U.S., bring our payment system into the 21st century, and preserve the dollar’s dominance as the world’s reserve currency. A massive WIN!"

At 20:07 UTC, Emmer addressed concerns over central bank digital currencies (CBDCs), stating, "A central bank digital currency would give bureaucrats at the Federal Reserve the ability to monitor and restrict Americans *individual purchases*. For years, we've been working to ban their development—today we achieved that goal by PASSING our Anti-CBDC Surveillance State Act."

Emmer has served in Congress since replacing Michele Bachmann in 2015 and previously served in the Minnesota House of Representatives from 2005 to 2011. He was born in South Bend, Indiana in 1961 and currently resides in Delano. Emmer holds a BA from the University of Alaska-Fairbanks and a JD from William Mitchell College of Law.
