On July 3, 2025, Emmer addressed opposition from some Democrats regarding the bill. Emmer's advocacy aligns with his longstanding political career; he has served in Congress since succeeding Michele Bachmann in 2015 and previously held office in Minnesota's House of Representatives from 2005 to 2011. Born in South Bend, Indiana in 1961 and now residing in Delano, Emmer holds degrees from both the University of Alaska-Fairbanks and William Mitchell College of Law.
